Pete probably understands the pecking order in finances better than us.

It is he who turns in the Poppin' It! checks, with the VTAF/HC knowing Chip has accounted for every dollar and our checks are specifically marked for the program. Im sure their conversations are convivial and positive. Maybe Pete likes autonomy and Whit leaves him alone. If it ain't broke, don't break it!
