Rules are evaluated/considered every year.

Not sure it would be called a "proposal," but that may just be semantics. Personally not looking for the rule to change because so many pitchers have no issue with the current rule. As a team/school, this is not the hill we should choose to die on. Make the investment in the kid and fix it. You take the whole kid when you sign them, warts and all. Gillis is good and will get it addressed.
