I suspect the bylaws have something in there about the actual venue needs

to either be on the campus of the host school or within so many miles of the campus of the host school to be acceptable. Salem is probably too far away from the VT campus to qualify. Plus, there still may be a hotel issue if a lot of the people attending VT graduation end up staying in Roanoke because there aren't enough hotels in Christiansburg/Blacksburg area. Even if people aren't attending the VT graduation, there may be a lack of hotel spaces because they are in the area for other reasons (i.e. conventions, festivals, weddings, etc.). Remember the "hotel conflict" may not have to exist for the entire window of the Regionals. All it may take is 1 day for the NCAA Committee to decide a school can't host a Regional.

It's the hotel rooms that is the issue, not the venue.
