Miami, FSU, Clemson and UNC are my top picks on leaving before the bill passes. Miami seems like they have the highest chances of them all to leave. I think the rest of the ACC stays together. UVA may leave with UNC but I think they'll remain in the ACC and UNC goes it alone unless Duke surprises everyone and goes with them. That likely leaves the ACC with BC, Cal, Duke, Georgia Tech, Louisville, NC State, Notre Dame (non-football), Pitt, SMU, Stanford, Syracuse, Virginia, Virginia Tech, Wake Forest. Maybe the ACC adds a 14th football member (most likely from the state of Florida) before the bill passes (if it does pass?). I'd like to see WVU, UCF, USF, and Cincinnati join the ACC but I doubt the Big 12 will let that happen. So, maybe USF is #14? The ACC and the Big 12 will annually fight for "Who's the 3rd best Power 4 conference" which really will mean little since the Big 10 and SEC will be so far ahead.

Both football programs with multiple national championships and a proud football history will be too good for the SEC and ESPN to turn down. Neither ACC schools are AAU members, so the Big 10 most likely focuses on Miami and UNC. Maybe you are on to something with GA Tech going to the Big 10 but that would only happen IMHO if they want to add 4 more members. Maybe UNC, Duke, GA Tech and UVA? If the SEC decides that they don't want to expand, Clemson and FSU are likely stuck in the ACC. If that is the case, those two staying probably keeps UNC, Duke, UVA and GA Tech in the ACC. At this point, Miami seems like the best bet to leave. The Big 10 desires Notre Dame the most but Notre Dame's independent football program will be in the Top Tier with the Big 10 and SEC schools and all of their other sports will remain in the ACC. Congress should've have acted around 2020 before Oklahoma and Texas left the Big 12 and 10 of the 12 Pac-12 schools left for greener pastures. 2026 is a little too late IMHO to prevent futher expansion. Maybe Cogress will put an end to all the expansion craziness but I expect the schools who want out of the ACC or even the Big 12 to do so before the bill is passed. If the ACC loses Clemson, UNC, FSU, Miami, ... the bill may actually hurt the ACC and eventually drop it below the Big 12 in status.

They will not leave the B12, because the B12 is the conference that stood up for them, and gave them a place in a power conference. it certainly wasn't because the B12 was a better place for them, it's more that the ACC did a PAC12, and didn't want them. Just like BYU and Houston. I hope the B12 takes UConn, as history has a way of repeating itself. Tell me again why UConn isn't in the ACC? If the B12 tirns out to be the 3rd power conference, it will not have been because of luck - or timing - or certainly not because they have football brands - it will be because the ACC got too high and mighty for themselves, and then got stuck with a media contract that may as well have been written in the 1970's. KU and a few others, ICLUDING WVU, would have taken an ACC invite in a heartbeat when the B12 was down to the hatefull 8. Any school in the B12 at that time would have jumped to the PAC 12 as well - but they just didn't pass the smell test because their fans are beer drinking from a can crowd, and by god, Stanford and Cal just couldn't stomach that. SAME with the ACC. Look where Stanford and Cal are now. That should tell you everything you need to know. WVU will never make the cut with the likes of the high and mighty academic ACC - EVER.

WVU was already Big 12-bound before Maryland decided to leave the ACC. At the time, I was hoping UConn replaced Maryland but FSU and Clemson wanted Louisville who had a much better football program than UConn. Academically, Louisville isn't much better than WVU and WVU had 2 solid rivalries with ACC members Pitt and Virginia Tech. I think it would be wise for the Big 12 to add UConn but UConn men's basketball has done quite well as a member of the Big East.

The ACC to revisit unequal revenue sharing. The unequal revenue sharing was an effort to keep schools from leaving and jumping to the P2. If that's not an option, why have unequal revenue sharing. A lot of schools on the lower end might want to change their votes

and the power 4 conferences are indeed prevented from expanding, the top 3 football brands in the ACC may be looking hard of making an announcement before the thing is voted on. The timing is tough for those that may have an invite to the BIG or SEC, as the media contracts don't line up this year, and the ACC has laid out how much it will cost to switch this year. The idea that the B12 could be raided doesn't concern me much, as we have already lost all the blue bloods, and being the best of the rest is where I think the B12 will land.

Based on the current push if Congress/President sign off... One other thing - if school X wants to join Big Ten, but they want to join in 2028, but the agreement is signed before the bill goes in effect, does the date of the signing beat the signing of the bill, or does the agreement not exist in the eyes of Congress since they wouldn't be joining until 2028 after the bill could perhaps be signed?

Not calling it a super-league, but what if a new conference is branded the Big Ten 2.0 and created? All of the teams in the current Big Ten drop out, join this new league, and add teams then since the new league hasn't generated $700 million in revenue. You could see SEC 2.0 as well. Or, this new league could cherry-pick. If that is the case, the P4 would have to wait until I assume they aren't receiving $700 million/yr so then they could add teams.
