Today I learned: The B1G doesn't own it's media rights -the BTN does
And the Big Ten Network is 61% owned by Fox. Fox has only one post season game- the Holiday Bowl- and wants more. So the B1G needs a reason for a post season tournament. Expanding the CFP to 16 and with 4 slots guarantee to the B1G gives the B1G a reason for the play in tournament, which gives Fox more (profitable??) post season college football. That's why the NBC forcing ND to the B1G rumor was a non starter
NBC would not be guaranteed the ND games so NBC would have been airing fewer ND games because Fox and CBS would have gotten first crack at airing games. With ND in the ACC, NBC gets ND's 3 home games against ACC opponents and then the 4-5 other home games for 7-8 games a season. You have to believe that NBC would have only gotten 3 maybe 4 games if ND was in the B1G.

Fox was in all the TV negotiations w/NBC & CBS, so this shouldn't be
a surprise at all. I'm not sure this is really the revelation he thinks it is. It's all about generating revenue. Even if the Big Ten owned 100% of everything, this would likely be on the table for them.
