Maybe the comment is referring to Colorado's performance on the athletic
field. I'm having a hard time remembering the last time Colorado was a serious contender for a division or conference title. Whereas I don't have that same problem when it comes to schools like Boise State, Fresno State, or San Diego State. Even though success in the MWC may not translate to success in the PAC-Whatever, I do understand the optimism particular since the conference is fighting for its life. If Boise State, Fresno State, or San Diego State were able to establish themselves as contenders right away, then I might consider that to be a "step up on the athletic field" given that Colorado didn't accomplish it.
