This is subterfuge to keep PAC schools from going to the ACC and that GOR

You ever hear anything about USC or UCLA moving before it happened? Nope. The B1G will end up with Stanford, Oregon and Washington (maybe Cal) by 2030-2031 but they don’t want that pesky GOR getting in the way. Those schools might be better off financially in the ACC in the interim but things like this could keep them in limbo until ND 💩’s or gets off the pot.
