Not holding my breath for full football, but ND is a "member" of the ACC
They recuse from voting on all items "exclusive" to football such as the football aspects of media rights but they have a specific football competition agreement. Thru 2036, ND obligated to join the ACC if it places its football program in a conference. And other than ice hockey and some of football, the ACC owns their sports media rights.
Like all ACC members, ND is subject to withdrawal notification procedures and penalties. Interestingly, ND would be part of any vote to disband the ACC (12 of 15 required as I read it). If ND wants to join the B1G for example, it would go thru the same process as any other current member of the ACC with the same GOR mess that everyone else has...just a fewer football games involved.
