A Cap of 19 would severely limit VT’s chances of moving.
I was very confident it the cap was 22 or more. Fairly confident at 20. But 19 means only three for the SEC and one for the big ten. Scary

Yeah like from 5% to 1%. The cap is probably a good thing for VT**
