The ACC schools' votes to sue FSU and Clemson. What does this mean?

A super-majority vote was needed to give the ACC permission to sue FSU and Clemson. Here is who has been reported to voted FOR the lawsuits (to attend the special meeting for it, anyway): Miami, Pitt, BC, Wake, UVa, NC State, and Louisville (as reported by Matt Baker of the Tampa Bay Times). Also giving permission: ND and SMU. Those NOT mentioned as giving permission: VT, GT, Duke, and Syracuse. I'm not sure if these schools were NO votes, or if they just haven't been outed as YES votes via FOIA requests or whatever. Interesting groupings, that's for sure. Anyone care to speculate on this?
