so ELF could use names of former NFL Europe teams for promotion and marketing purposes. I think the NFL may have entered into a similar relationship with the German Football League (GFL)/German Football League 2 (GFL2). (Yes, Virginia promotion/relegation can exist in an American football league). Regardless, the NFL is getting all the benefits (if there are any) without the cost that comes with it. I know the NFL still has the International Player Pathway (IPP) to give people outside the US or Canada a pathway to playing in the NFL. It is reasonable to assume that the NFL is involved in several things, beyond just playing international games, to promote the league (at minimal dollars to the owners). Unfortunately, that information is not as easy to find on the NFL's website as it was before because someone decided to remove the International hyperlink.
