Given that a large percentage of fan bases seem to want their school to stop playing (what they view as being) "lesser opponents," it is slowly shaping up so P2s only play among themselves, the higher non-P2s do the same, and so on. If it gets to that point, then it could open the door for the schools to sign MOUs with each other to create athletic affiliation for player movement (see example below). If there is only some participation, then what does that mean for players, currently at schools not participating in the relationship, who want to transfer to a school, who is participating in the relationship? Will the school being able to sign that player as a "free agent" (for a lack of a better word) or will that player have to go through some sort of draft system since a lower tier school's roster is somewhat depended upon what happens above them?
