That is 1 of several options. A second option is for more schools to

vote the same way on an issue even if it may go against the wishes of the P2s. Basically there are enough non-P2s that the bylaws and rules so changes to the DI bylaws are to what the majority want instead of what the group with the most political influence want. Remember the various NCAA committees involved in these decisions are made up of representatives from the various schools. Each committee member serves for a specific term and their seat rotates among the schools. A third option is to decide during the NCAA re-org that the P2s form their own division level and the rest of the DI conferences remain together as a division (i.e. the new DII).
