Unless every team is willing to play 11 regular season games, then your

proposal is not allowed under the current bylaws. If P2 schools want the bylaws changed to include a semi-final round in football and a potential 14th/15th (if 13th game is played at Hawai'i) regular season game, then that would require the support of the majority of DI-FBS schools (maybe even the entire DI football schools) to change the bylaws.
