If the schools decide to shift the CFB calendar to an earlier start date,

then are the schools and the NCAA willing to assume the risk that more players could die or suffer mental/physical damage due to heat exhaustion/stroke? Remember not every DI football school has an indoor practice facility and the calendar would impact both DI subdivisions (FBS and FCS). So I am not writing off just because it has not changed before, but for those reasons.
