That would be an interesting approach given those types of schools
currently exist at all three NCAA division levels. I believe the NCAA overall bylaws are currently structured in such a way that if a new division level is to form within the NCAA structure, then it would need to have enough differences from the current profile of the three existing divisions. Since DIII currently doesn't offer athletic scholarships, it seems like the ideal division for the small privates and academia type schools assuming the primary goal is to reduce costs. If a new division was formed by those schools, then how do you think it would be different from NCAA DIII? Since most people aren't familiar with how the NAIA is structured, I will leave them out of the discussion for now.
