If Navy made the cut, then I would think that would require Army and Air

Force to make the cut too. At least I don't see the Pentagon allowing Navy to participate while excluding Army and Air Force. Remember when DI football divided into two subdivisions, it was the Pentagon that said all 3 academies need to compete in the same subdivision (aka at the highest level). I don't see the Pentagon changing its position for this new league. Plus, Navy could even decline the opportunity before the Pentagon had the opportunity to chime in.
