It's about right
There are roughly 127M TV households in the US, and the number that receive paid tv programming that is cable or cable equivalent(satellite, YoutubeTV, Sling, etc) is about 75%. So, if basing it on that, tv households are about 38% of the population, and homes with pay tv are about 28% of the population, that number of 10.8M is pretty accurate.
