sports operate more as a business then it is far more likely to be treated as one, including taxes. That would be a lot of money that would get taken out of the system. So any change has to be very careful in how it is setup. Overall I agree that there is a need for strong centralization. And there may be the need for some Federal regulation as well, especially around NIL, agents, and anything money related. But I have a strong opinion that Federal law should not reach down to controlling when kids can transfer schools (especially when coaches can change at any time).
