A case could be made that VT's window for aggressive enrollment growth was

between 1995-2005/2006. If VT had started growing back then, then its current enrollment may have been somewhere between 40-50K (undergraduate and graduate). If the ultimate target goal was to grow to 60-70K, which could include the creation of the VT System like what UNC, Penn State, and even UVA currently have, then it would make sense for the the Athletic Department to explore expanding Lane again. Unfortunately, that window has closed and I don't think VT will get another opportunity.
