My question presidents or ad

I have a huge accountability issue. The university president is the accountable officer for all of an university . All officers of the university works for the oresident. The university board oversees the program he or she manages.

Ad works for rhe president or reports to senior vp who reports to the president. He does not report to the board.

Any tyoe of university president will not allow an ad to run a program without direction and oversight
