Notre Dame's SOS was basically the same as Miami's.
I think one was 44 and one was 46. SOS had zero to do with Notre Dame being left out. Neither did anything the ACC had to say about Miami's resume vs. that of ND.
The first reason ND were excluded is because the CFP committee was clearly operating with a mandate from Disney to include at least 5 SEC teams in the 12 team field, because the SEC is Disney's primary business partner when it comes to live television broadcasts.
The second reason they were excluded is because the ACC, instead of using something that makes sense, like overall record, or SP+, or just higher CFP ranking, utilizes tie breaker rules that are asinine (combined conference opponent win percentages LOL, wtf is this, EUFA?) and put a 5 loss team in the position to play for and win its conference championship, instead of a clearly superior in every ascertainable way 10-2 Miami. The ACC is a very stupid organization run by very stupid people.
The third reason they were excluded is because UVA is a garbage, paper tiger program that peed down their legs and couldn't even manage to beat five loss Duke to win the ACC, paving the way for two G5 champions to get in ahead of the ACC champion.
The fourth reason they were excluded is because, when it comes to football broadcasts, Disney doesn't have a direct business relationship with Notre Dame (they have an ancillary relationship because they play ACC teams on the road,) but, they do with Miami. It was a close call, Miami's toast got buttered, and ND's didnt.
