Agreed, Tokyo has 36M people, but College 🏈 is almost nothing there, why
would you ever base it on the number of people, when it’s the number of people that care. New Jersey cares about the Giants or Jets, WADR not Rutgers 🏈. Same with Miami, Pitt, BC, and UCLA to name a few others.
