The other problem is, the teams not playing in a CCG need to be playing
that same weekend. Not making the title game is a defacto bye the way they are talking now. Every potential CFP team needs to be playing a 13th game, including Notre Dame. And the game has to be meaningful (i.e., there needs to be a CFP bid on the line).
