I found this article that talks about the DI Council's proposed changes to
the rules to satisfy DI-FBS membership. The transition period from DI-FCS to DI-FBS is still 2 years and the fee is increased to $5 million. The article was dated June 28, 2023 so I don't know if the schools (aka 1 of the NCAA DI committees) met to vote on the proposed changes or not. At least I don't think this change to the bylaws requires all the DI-FBS schools to vote on it.
