So, if UNC and NCSU joined the B1G. And they played their conference games

at each other's stadium 25 miles away from one another, they would only owe the ACC the exit fee and no money from media rights? That would be a "neutral site" game, no? I'm not sure if that's what they are saying here. But it sounds like it.
