The ACC's biggest problem is the number of small private schools that...

...have tiny fan bases. The per-team payout isn't going to improve much with the current lineup. The ACC would need to contract before adding any large public universities. Forget about adding any small private schools. We have more of those now than all P5 conferences combined.
