It would just be extremely expensive.
For Notre Dame to leave, they'd have to pay the ACC exist fee albeit smaller without football. They'd have to buy out 75 football games. Then they'd have to challenge the GOR on all of their non-football sports. Yes there is a dollar figure you could put on all of that, but it's not reasonable. I think they will stick around for a while to allow that cost to go down in the next decade. The Big Ten will still be there then.
