There is potential here even if this isn't exactly it...
The more I've sat on this the more I like the potential here. Have a premier division that is only initially established based on some weighting of the last 3-4 years. Then the bottom 1 or 2 premier finishers gets relegated down to the other division while the top 1-2 from the other division move up.
The 1-2 would be dependent on how many teams are in the 2 divisions. A 5 team premier division probably only sees the last team get relegated but maybe a 7 team premier division has the bottom 2 get relegated.
Thoughts?
