Couple points

The Pitts, Louisvilles, Syracuse, etc are not going to vote for it unless their baseline is equal to our above where they can get elsewhere. Now, how many options do they have? That is an interesting and open debate. But I think Big 12 base payout has to be the minimum. So I think retraction needs to be part of the solution. You kick out Wake, or talk Wake (and BC?) into dropping football, and you have lots of money to redistribute based on metrics that reward fanbase size and investments in football/basketball.
