Still too many mediocre programs, but I think you are on to something.

Maybe the wave of the future is contraction. Think about round robin leagues where all the teams in the league are studs. What if the B1G dropped the bottom half of their conference? And what if the SEC dropped the bottom half of their conference? What be massive regular season games. Problem is the conference championship games would be rematches. But for my money, they should just get rid of championship games. Usually lame anyway. And for my money, I wish they would go back to round robin conferences...like the Pac-10 was in relatively recent times.
