Probably true, but do they have any evidence other than conjecture?
They site events but their opinion of why they occurred doesn't really carry any weight. They would need emails, witnesses, etc
The ACC working in a way to preserve itself as a priority, rather than maximize revenues at all costs, is not unreasonable. Most companies and organizations focus on survival first, performance second.
