The DVO was a surveying error in the early 1800’s that gave Tennessee an eight mile by one mile area north of 36.5 degrees latitude that should have been part of Virginia. The resulting notch in Virginia’s border (just south of Damascus) remains there to this day, preserved by the US Supreme Court in 1903 in Virginia vs. Tennessee.

to blame; however, it appears that the portion of the border that he surveyed was east of the Denton Valley Offset.
