Yesterday here on the OBX guy cuts me off and I blow my horn lightly

Thinking maybe he did not see me. Well, I then proceed and park my car to go in the grocery store and the idiot proceeds to stop to make a comment to me. I calmly said, "You cut me off so I was just making sure you saw me." To which he replied, "I am a local". What? I calmly asked him, "Is there some special rule on the outer banks about being able to cut other people off if you have residence? I do want to know if that is the case because I have never heard that in the 50 years of coming here and as a current tax payer of Dare County." He just looked at me and drove away as I actually think he was confused. Idiot!
