When the rent is due has nothing to do with the period of occupancy
What does the lease say? If the lease is from 8/1/22 to 7/30/23, you have a complaint and should demand (and a court would likely side with you) compensation for the 3 weeks. But, just because the rent is due the first of the month, doesn't mean the occupancy term doesn't run from 8/19/22 to 8/18/23. If you, or he signed a lease loaning them money for 3 weeks (due date vs use date) that's kind of on you.
