I've had 3 friends with torn biceps tendon: 2 at elbow, one at shoulder.
One is still in recovery (elbow), other two are nearly 100%. What they were told is that the tear at the shoulder is a harder surgery (hard to navigate the shoulder capsule to reattach the tendon), but easier recovery. Elbow tear is easier surgery, but harder recovery. The two that are nearly 100% are very active and were very diligent with their post-surgery treatment.
