I had a builder willing to work with the State of VA's code requirements last year. I worked with him for about six months and the State gave us a green light to proceed the first week of December. Then the builder ghosted me and has never reappeared. Third builder in a row to do that the past year and a half. I'm developing a complex. A couple of weeks ago I found a prefab builder in Appomattox who is willing to build me what I want to VA code. Visited his operation a couple of weeks ago and he appears to be legit. Shenandoah County says they are on board to proceed. All we need to do is work out the process, which is kind of arcane. VA has a set procedure to approve code compliance with modular buildings that relies on third party inspectors called CAAs. CAAs inspect during construction in the factory and stamp the building as conforming when complete. At that point they can be accepted by the counties. But there are no CAAs in VA, so they have a secondary approval authority that has no real procedure in place. We will have to work it out as we go along, which is risky. But no real other way to go at this point. I'm building two Scandinavian style tiny chalets, one traditional and one A-frame.
