Unlikely a court will ever decide legality of $10k giveaway
Read an article that pretty much said the issue is standing. Courts have already ruled that taxpayers do not have standing to claim they are damaged by government spending. Existing students could never prove direct causality to rising tuition next year. Thus there is no party that can show specific damages to bring an action to challenge it.
I guess this is what we get for decades of voting for people who give us "free" stuff.
