You say it's in the country, so I assume the dogs are free to roam or have
a fenced area. I would consider building a shed close to the house so you can get electricity. Put up whatever size suits your budget, and run an electric line into it for a small AC (less than $200). In the winter, you could use a space heater. Or you could put in a small PTAC that heats and cools. The dogs, regrettably, won't last forever. But if you build the shed right, it will, so you will have made a nice investment that also solves your dog problem.
