FWIW Breaks is managed by an interstate compact, which is a legally binding

pact or agreement, between KY and VA. It is worth noting that the Compact Clause (Article I, Section 10, Clause 3) of the United States Constitution is the legal driving factor that led to KY and VA passing the Breaks Interstate Park Compact into law in 1954 and created the Breaks Interstate Park Commission.
