That's from where you sit. From here there are very few reports of

any significance that FEMA did a good job anywhere in W NC until the past week. Probably 98% of the recovery effort has been in spite of FEMA. For sure, many people mistake FEMA for an agency that should be providing physical assets to enhance recovery efforts, but FEMA's actual role is getting people signed up to receive benefits.
