First step: Check out link below and apply through that. Second step: Do JROTC in HS and apply for Flight Academy in 3rd or 4th year. This year 850 students applied internationally (included overseas high schools for active duty parents) and 141 were accepted. 9 were from VA and 3 were from my sons HS (Battlefield),
