I generally stick with less than 10 over, but I do have one beef with...
...placing them in construction zones. I'm OK with that if they're actively being worked on, but I've seen construction zones that have become semi-permanent, with no one actually working there (or in the majority of the extremely long construction zone). If no one is working there, it shouldn't have a reduced speed limit.
If people are working, then definitely keep the speed down! I usually drive a little slower than the posted temp lower speed limit when I'm passing workers.
