Actually, they don't

Clearly the Lerners have decided that they're not interested in increasing payroll so long as the Strasburg and Corbin contracts are chewing up their dollars. And with the team finances in further limbo because of the alleged effort to sell the club (adding payroll is a financial liability that does not appreciate the value of the club), the Nats are in a bad spot for the immediate future.
