That's my take too. I heard the tower communication and it sounded like...

...they gave clearance to the truck to cross the runway, then were calling the (landing?) plane to stop early (because they screwed up letting the truck cross), but we'll see what eventually comes out of the FAA investigation. Have a feeling it will be wrapped up fairly quickly.
