Well ... depends how you define "efficient"
I imagine the way it would work is:
1) They'd go in and fire 50% of the staff who earn the highest salary, replace them with nothing.
2) Install a 19 year old CS Wunderkind to run the show
3) Immediately harvest every bit of personal information they can find in the system
4) Do nothing to actually improve the service.
5) Declare victory
