Partially correct. A Union Congress created the Land Grant program

(Morrill Act) in 1862, which led to VT's founding in 1872. However, Barringer Hall was named not after General Rufus Barringer, but his son, Dr. Paul Barringer, who was VT's 6th President. Interestingly, that building was renamed Whitehurst Hall in 2020 due to Barringer's public advocacy for eugenics and white supremacist ideologies. A correction, "Old Clubby" was actually the nickname for General Edward "Allegheny" Johnson. He used that walking stick to keep his troops in line after a bad ankle wound.
