It's also to reduce liability to the company or agency

If they can prove that you took the training and successfully completed it, then when you do something to screw up, the company can't be held liable. They can say the employee had all the required training and the employee was the one that screwed up. Also, especially true in government agencies, if they want to fire you, they can show cause by showing that you knowingly violated rules and you had the training so you can't say you didn't know the rules or that you were just doing what you were told.
