Yeah, that one is really odd
Not aware of a lot of people who consider Lexington to be part of Southwest Virginia -- and that works the other way. I haven't heard anyone from Lexington claim to be part of that region and can't imagine why they might want to.
But Beirut was once known as the "Paris of the Middle East" so who knows what those crazy Chamber of Commerce types have come up with over the years?
