I disagree. You can easily spend > 2 hours there. If you have your
passport handy, you can view the Horseshoe Falls from the Canada side, where the view of that mammoth waterfall is best. You can then go down to the caves near the base of Horseshoe Falls. Then you can walk across the bridge to the US Side (where you'll need the passport) and you'll be able to get much closer to rapids, splits in the Niagara River, etc, though the overall view isn't as good.
Get on the "Maid of the Mist". Yeah, it's just a boat ride, but the falls are MUCH MORE powerful and awe inspiring when you're down there in the midst of the Horseshoe.
And Niagara on the Lake is a good ride to take. Visit the whirlpool and the huge hydroelectric station on the way up. While wines, sweet, are some of the best in the world, but that part of Canada is unlikely to have much in the line of good Red.
